Cheap 7" netbooks are readily available and affordable for everyone. They have a lot of potential tucked away inside of them. This website will provide you with lots of information about these smart books, as well as keep you updated on projects like getting linux onto them.
Currently these netbooks run predominantly on ARM based processors (eg: vt8500, wm8505, wm8510) or similar MIPS based processors clocked around 300mhz. They all have 128-256mb ram, and 2-4gb nand storage. They run on Windows CE 5.0 or 6.0 (aka wince 5.0/6.0) which is the mobile operating system from microsoft. The packaged software includes a basic office suite, a basic internet browser and various other applications and games.
